0 4R' <br /> Mr. Levi: So you've acted on what, everything you've acted on is what Mr. Smith <br /> has. <br /> Chairman Whitted: Yes. <br /> Mr. Levi: Thank you, sir. <br /> Manager: I was just gonna say I went through the same steps that you have <br /> gone through here this morning. When Mr. Levi and Mr. Smith cane to me in <br /> the latter part of December, made certain contingent, certain points ah; this <br /> was my reason for getting into the matter with the Director with the County <br /> Attorney to see if we had followed due process to see if we had in fact, checked <br /> . out references and what the sequence of those references was in relation to the <br /> contract being awarded. I found that, contrary to what Mr. Levi had told to ma <br /> that the references did come in after the contract was awarded and it was <br /> during that tine too, our cwn people had turned in negative ah reports on the <br /> quality and timeliness of the work. Another contention that was made was that <br /> the property Owner was satisfied. Now, Mrs. Smith has since become deceased <br /> but her daughter did give us a statement as to recollection of the quality of <br /> work; and that was that the work was not done satisfactorily. She signing <br /> of the acceptance was not an indication that they were pleased with the quality <br /> of the work or the timeliness of the work and that a letter that we have too; <br /> I don't believe it's in the packet, signed by Mrs. Wanda Gattis. <br /> Commissioner Walker: Saying that? <br /> Manager: Saying that her mother, ah and herself were dissatisfied with nine items <br /> connected with the work that was done by the Smith Company. So based... <br /> Commissioner Walker (Interrupting): Now, that's a letter that we should have had <br /> before we voted. <br /> Manager: Yes, yes, ah this these things caused me to feel that the Director had <br /> made a wise determination. There are about sixteen contractors in the program <br /> and it is his responsibility to make some background checking as well as <br /> monitor the quality of work that goes on.
