The Board agreed to extend the meeting for an additional fifteen minutes <br /> to complete the review of the Water Resources Task Force recommendations. <br /> 4111 Recommendation 413: <br /> S.J. Friedman expressed concern that the Report gives the impression that <br /> the formula is being pushed by the Forestry Service, notions that the <br /> formula in the recommendation was more stungent. Friedman cited portions <br /> of the source of the formula: "How Far Pram A Stream Should A Logging <br /> Road Be Located" in the 3ournal. of Forestry, May 1957. Friedman felt <br /> that the study area did not correspond to Orange County; that the 100 year <br /> flood plain criteria addition was without justification; that the formula <br /> derived in the paper was not intended to be applied to municipal watersheds <br /> and had been doubled orbitiarily. That only a tenuous relationship had <br /> been found between sediment movement and slope; and that the formula was <br /> not bowie out by the duty as the study was marginal in technical competence <br /> and had achieved an aura of respectability having been cited and utilized <br /> so frequently. He emphasized that the formula was incorrect and did not <br /> apply to Orange County, suggesting that the Board detete the recommendation <br /> as technically incompetent and look for something else. <br /> As Friedman had done a simple correlation test on the data, Gordon asked <br /> what method he had used. Kizer asked if Friedman had data to prove the <br /> inaccuracy of the formula. Friedman responded that the studies conclusions <br /> were not supported by the data and were refuted by the simple correlation <br /> test he had done. Be emphasized that even if data were correct it would <br /> 41110 not apply to Orange County as the study area was a vergon forest with a <br /> logging road and the tests were visual on nature and did not identify other , <br /> pollutants or carriers. <br /> Cleary asked if Friedman felt the formula was merely over protective. <br /> Friedman felt it was unnecessarily so and suggested a monitoring program <br /> to determine stream quality degradation levels emphasing the County's <br /> responsiblity to spend money to do so rather than to act on guessing. <br /> He asked if this was really a panic situation. <br /> Luce responed that although the formula is not perfect, it will assure <br /> protection. Friedman felt that there was a need to determine acceptable <br /> levels of pollution. He noted the restriction on bottom land. Don <br /> Cox noted that farmland is exempt. Crawford clarified that farmland was <br /> exempt from the Zoning Ordinance. Shanklin asked if these requirements <br /> would then only apply to the 1-B5 - US 70 Corridor in Cheeks Township. <br /> Luce responded that some land outside the corridor is rural residential <br /> and that the regulations would apply to all residential uses. shanklin <br /> asked if it would apply in unzoned Cheeks and Cedar Grove Townships. <br /> Crawford responded that it would apply whereever the Zoning Ordinance <br /> applies. <br /> Kizer moved approval of the recommendation. Gordon seconded the motion. <br /> el" Kizer felt that even if the formula was not perfect there was some correlation <br /> between slope and pollution. <br /> The motion passed, opposed Lunsford and.
