Recommendation �l4i <br /> Luce noted a phrase deleted in the recommendation as printed. <br /> S.J. Friedman criticized the necessity and redundancy of the recommendation <br /> as he felt that the Health Department approved drainage fields with sufficient <br /> area, even for repairs. He clarified this to mean additional lines. He <br /> suggested that the Board and staff contact the Health Department to determine <br /> the merits of the recommendation before discussion of it. <br /> Luce responded that this recommendation referred to an easement which the Health <br /> Department did not require. Crawford recognized that the recommendation went <br /> beyond the Health Department's requirements. Friedman responded that this <br /> easement was unnecessary as current policies assured future repair capacity. <br /> Luce noted that the easement prevents the location of any structure on that area. <br /> Gordon felt that any potential redundancy could be taken care of through <br /> implementation and his custom was appropriate. <br /> General discussion followed: <br /> Shanklin questioned the need for the requirement. Cleary clarified that it <br /> restricted development on an area where future lines might go. <br /> General discussion of the intent of the recommendation followed. <br /> Shanklin felt there were too many interpretations. Luce clarified that the <br /> purpose of the easement was to allow for a second system. Luce read the <br /> recommenation with the missing portion: <br /> ORANGE COUNTY SHOULD ADOPT THE FOLLOWING RECOMMENDATIONS <br /> REGARDING ON-SITE WASTE WATER DISPOSAL SYSTEMS: ALL NEWLY <br /> PLATTED LOTS BORDERING ON PERENNIAL STREAMS AND REQUIRING <br /> AN ON-SITE WASTE WATER DISPOSAL SYSTEM SHOULD SHOW A SECOND_ <br /> DISPOSAL AREA TO BE RECORDED AS AN EASEMENT ON THE FINAL <br /> PLAT AND NO BUILDING OR 0TEER ACTIVITY SHOULD OCCUR ON THIS <br /> PORTION OF THE PARCEL OF LAND WHICH WOULD PREVENT ITS FUTURE <br /> USE FOR ON-SITE WASTE. DISPOSAL. ORANGE COUNTY SHOULD <br /> INVESTIGATE DEVELOPING AN ON-SITE WASTE WATER DISPOSAL <br /> SYSTEM MONITORING AND MAINTENANCE PROGRAM FOR THE THREE <br /> WATER SYSTEM WATERSHEDS IN THE COUNTY. <br /> Shanklin asked if power lines would be allowed. Luce responded that those <br /> structures to be restricted would be stipulated for the easement. <br /> Gordon asked if one can build on existing Lines.
