First of all, one of the <br /> criteria for acceptance and this is written this is written in your HUD <br /> specifications here. I'll give it to you and you can read it. This is <br /> written in your HUD specifications. Is that the homeowner, the home- <br /> owner has to sign off at the completion of the program and the homeowner - <br /> has to be satisfied and if the homeowner isn't satisfied there are legal <br /> remedies that the homeowner can undertake to express dissatisfaction and <br /> at the same time deny the contractor the right to be paid. I can't think <br /> of a better motivator. Deny the contractor the right to be paid. And if <br /> there is dissatisfaction on the part of the homeowner she'll get in touch with <br /> the Rehab Specialist; he'll get in touch with the check off list and let the <br /> contractor know what he has to do thing. Many of these jobs contractors <br /> have had to go back; I don't believe that Hillsborough or Orange County <br /> has a monopoly on anything good or anything bad. You are no different than <br /> any of the other hundred counties in terms of carrying out the mandate that <br /> has been given to you by HUD relative to rehabilitating houses. I worked on <br /> these all over the State. All over, So I'm not making light. I'm looking <br /> at what the homeowner signed and we were denied the right to see that seeing- <br /> that I'm satisfied. So we had to get articulation from the homeowner. The <br /> person occupying the house. We were denied that. Now I'm also saying that if <br /> the criteria of that were used for denial, was the real criteria then, partici- <br /> pation would have been non-existent.
