79 <br /> Objective CR-10: <br /> Establish a dialogue with the other jurisdictions in and adjacent to Orange County to <br /> address cultural resources in areas with or without designated Historic <br /> Preservation/District Commissions. <br /> • The HPC and DEAPR staff collaborated with the Town of Hillsborough to develop <br /> a joint County/Town policy to better coordinate the mapping and sharing of <br /> information regarding cultural resources within the municipal limits of the Town. <br /> This policy was adopted by the BOCC in 2014. <br /> • The HPC is partnering with the Hillsborough Historic District Commission in a joint <br /> project to produce a publication on the historic resources of the County and Town <br /> (ongoing). <br /> • The HPC continues working with the Town of Hillsborough to establish a process <br /> to permit the HPC to designate Local Historic Landmarks within the boundaries of <br /> the Town's ETJ. To further this goal, DEAPR staff and Town planning staff will <br /> prepare a draft interlocal agreement that would extend the County's Local <br /> Landmark program into the Town of Hillsborough's ETJ. <br /> Identify any activities this commission expects to carry out in 2017 as they relate to <br /> established BOCC goals and priorities. If applicable, is there a fiscal impact (i.e., <br /> funding, staff time, other resources) associated with these proposed activities. <br /> • The HPC will seek grant funds from private foundations to allow the HPC to <br /> partner with the Town of Hillsborough to produce a comprehensive <br /> book/publication documenting the historic resources of the Town and County <br /> (Fiscal impact: HPC will request$10,000 in County funds to secure $25,000 <br /> in matching/challenge grants in 2017; HPC staff will provide project support) <br /> • Develop guidelines and procedures for a proposed Orange County Historic <br /> Marker program, modeled on several other successful county marker programs. <br /> The goal is to create a County-sponsored system of attractive, durable roadside <br /> markers to identify important historic resources, places and people for the <br /> educational benefit of the general public. This would complement the state <br /> highway marker system, which is restricted to mark only persons, events or <br /> places of statewide significance. This would require creating a special marker <br /> review committee of qualified historians to evaluate and review the text for all <br /> proposed markers. A web site would be established to allow for access to more <br /> in-depth information. Such markers will enhance other efforts to promote tourism <br /> in rural parts of the county. (Fiscal impact—None; the HPC staff will provide <br /> support in 2017) <br /> • Continue working with the Hillsborough Planning Staff and the County Attorney on <br /> an approach for the handling the further identification and protection of historic <br /> resources in the Town's extra-territorial jurisdiction (No fiscal impact) <br />
