Board of Health —Appointment <br /> The Board further discussed the appointment to the Board of Health (BOH), which was <br /> formally made at the Commissioners' February 7, 2017 Regular Meeting. <br /> Chair Dorosin noted the Board has a copy of the Board of Health by-laws, which indicate <br /> a former Department of Health employee cannot serve on the BOH. <br /> Commissioner McKee asked if the original intent of the by-laws could be identified. <br /> Colleen Bridger said this part of the by-laws has been on the books for decades, and it is <br /> a recommended best practice by the State. She said the intent is to avoid a situation where a <br /> disgruntled former Health Department employee could be appointed to the Board of Health and <br /> become a supervisor of a former co-worker. <br /> Commissioner McKee asked if there is any indication that this is the case with the <br /> currently appointed person. <br /> Colleen Bridger said no. <br /> Commissioner Price said her understanding is that this policy was made by the BOH, <br /> and it has not been adopted or sanctioned by the Board of County Commissioners, and is not a <br /> County rule. <br /> Colleen Bridger said the BOH does not trump the Board of County Commissioners' <br /> authority, and the BOH is respectfully requesting the BOCC to honor the by-laws, which are <br /> required by the State. <br /> A motion was made by Commissioner Burroughs, seconded by Commissioner Rich to <br /> appoint Johanna Birkmayer (added: to a partial term (Position #8) "At-Large <br /> Citizen/Commissioner Appointment" position for expiring 06/30/2018.) <br /> Commissioner Price said the BOCC has already made an appointment, and asked if this <br /> appointment can simply be overridden with a motion. <br />
