He said he appreciated this effort. <br /> Commissioner Rich asked if these are some of the funds that had been redirected <br /> through Cardinal Innovations. <br /> Colleen Bridger said money that was MOE funding is now going to the Health <br /> Department's budget and being subcontracted with El Futuro, which allows El Futuro to serve <br /> undocumented residents. She said this would not have been as easy to achieve if the money <br /> had gone through Cardinal Innovations. <br /> Bonnie Hammersley said there are other funds going directly to the Department of Social <br /> Services that has been redirected with Cardinal. She said staff worked closely with Cardinal <br /> during last year's budget process, and funds were identified that could be redirected into <br /> County. She said this will be reviewed again for 2017-2018, in an effort to create a hybrid <br /> system, similar to that in Mecklenburg County. <br /> Commissioner McKee said there have been issues surrounding documentation and <br /> Cardinal Innovations. He said he is glad that people are being served, and the Federal <br /> government can deal with questions of documentation. <br /> Commissioner Burroughs said she is looking forward to the budget process. Contract Award for Engineering and Environmental Services with Draper Aden <br /> Associates, Inc. <br /> The Board will consider approving a new agreement for general engineering and <br /> environmental services between the Orange County Solid Waste Management Department and <br /> Draper Aden Associates, Inc. (DAA) of Coats, North Carolina for consulting services for a five <br /> (5) year period and authorize the County Manager to sign. <br /> Commissioner Price said there is a section in the contract that reiterates the living wage, <br /> and she would like to include a paragraph emphasizing Equal Opportunity as well.
