He said he appreciated this effort. <br /> 3 Commissioner Rich asked if these are some of the funds that had been redirected <br /> 4 through Cardinal Innovations. <br /> 5 Colleen Bridger said money that was MOE funding is now going to the Health <br /> 6 Department's budget and being subcontracted with El Futuro, which allows El Futuro to serve <br /> 7 undocumented residents. She said this would not have been as easy to achieve if the money <br /> 8 had gone through Cardinal Innovations. <br /> 9 Bonnie Hammersley said there are other funds going directly to the Department of Social <br /> 10 Services that has been redirected with Cardinal. She said staff worked closely with Cardinal <br /> 11 during last year's budget process, and funds were identified that could be redirected into <br /> 12 County. She said this will be reviewed again for 2017-2018, in an effort to create a hybrid <br /> 13 system, similar to that in Mecklenburg County. <br /> 14 Commissioner McKee said there have been issues surrounding documentation and <br /> 15 Cardinal Innovations. He said he is glad that people are being served, and the Federal <br /> 16 government can deal with questions of documentation. <br /> 17 Commissioner Burroughs said she is looking forward to the budget process. (DAA) of Coats, North Carolina for consulting services for a five <br /> 43 (5) year period and authorize the County Manager to sign. <br /> 44 <br /> 45 Commissioner Price said there is a section in the contract that reiterates the living wage, <br /> 46 and she would like to include a paragraph emphasizing Equal Opportunity as well.
