SCS will evaluate factors such as surrounding zoning and land use, traffic <br /> compatibility, and proximity to existing centralized operations and fleet yards in the context <br /> of these previous activities. Protected settings such as historical sites, archaeological areas, <br /> prime farmland, nature preserves and parks will also be identified if in close proximity to a <br /> candidate site. <br /> Using the needs, specifications, and conceptual design components along with additional <br /> criteria established by the County and Towns during Tasks 1 through 3, each site will be <br /> assessed for suitability for use as a location for the Facility. Based on the results of these <br /> evaluations, SCS will develop a Preliminary Site Evaluation Report. SCS will also prepare a <br /> presentation containing the findings of the Report and make a presentation at a SWAG <br /> meeting at a future date not included in previous tasks. <br /> Task 5 —Entsorga MBT Preliminary Feasibility Study <br /> During the timeframe of 2010-2012 when the region was conducting initial investigations <br /> into potential long-term solid waste disposal solutions to replace the function of the Orange <br /> County Landfill, the County became aware of MBT (Mechanical Biological Treatment) <br /> technology introduced by Entsorga Italia S.p.A and Chemtex Global N.V. SCS conducted a <br /> cursory review of this technology during the development of the Town of Chapel Hill's <br /> Comprehensive Review of Solid Waste Collection and Disposal Options. In this high <br /> efficiency biological treatment (HEBIOT)process, an aerobic digestion module is utilized to <br /> drive off moisture from waste that has been shredded, and the resulting produced solid <br /> recovered fuel (SRF) can be used in a combustion process to produce electricity. At the <br /> time,there was no pilot facility in the United States that could serve as an example of the <br /> viability of the technology. In recent years, construction was initiated on an Entsorga plant in <br /> Martinsburg, WV. The University of North Carolina—Chapel Hill (UNC) coal combustion <br /> power plant has already been identified as a potential recipient of the SRF product. <br /> SCS will review available information and data provided by Entsorga regarding the <br /> development of a potential MBT project in Orange County. In addition, SCS will develop a <br /> preliminary pro forma model to evaluate potential tipping fees, CAPEX, and OPEX costs. <br /> SCS will communicate with UNC representatives as necessary and contact information will <br /> be provided by the County. A brief analysis will detail some of the parameters of the <br /> relationship between Entsorga, UNC, and the County. The results of this evaluation will be <br /> summarized in a Letter Report to the County. <br /> Task 5 will be completed simultaneously with Tasks 2, 3, and 4. The Entsorga Facility will <br /> not be a consideration during the Task 1 Needs Assessment. SCS will evaluate and assess <br /> the feasibility of an Entsorga plant concurrent with the evaluations and assessments of the <br /> Integrated Materials Management Facility, to include the preliminary economic analysis, <br /> preliminary performance specifications, and preliminary site evaluations (SCS will review a <br /> preliminary conceptual design plan of the Entsorga Facility provided by that Facility's <br /> developers,but will not develop its own). SCS will also develop the Letter Report <br /> concurrently with other deliverables during performance of the other three tasks; however, <br /> the Letter Report developed under Task 5 will be submitted as a separate deliverable. <br /> #02238216 12/27/16 <br />
