3 <br /> "irrevocable dedication to public use. " <br /> 7 . Submit a revised landscape plan showing a more <br /> accurate location of the canopy line, <br /> specifically at the rear of lots 52 through 54, <br /> and indicate proposed plantings to meet the <br /> requirements of Section IV-B-8. <br /> 8. The developer shall make improvements to <br /> Bacon Road (SR 1531 ) required by NC Department <br /> of Transportation along the entire frontage of <br /> the subdivision. <br /> 9. The developer and DOT together shall re-evaluate <br /> the existing condition of Bacon Road from the <br /> subdivision out to NC Highway 57 to include <br /> cautionary signs for curve and speed conditions. <br /> Due to the timing of this subdivision application in <br /> relation to the recent amendment regarding recreation <br /> requirements, there is some question as to whether the <br /> payment in lieu of parkland dedication is applicable <br /> to La Mesa (refer to attached memorandum to the <br /> Commissioners) . <br /> RECOMMENDATION: The Administration recommends approval of the <br /> preliminary plan for La Mesa as per the Planning <br /> Board's recommendation, with a revision of condition <br /> #6 to read as follows: <br /> 6. All public road right-of-way shall be irrevocably <br /> dedicated to public use and labeled on the final <br /> plat as "irrevocable offer of dedication to the <br /> public. " <br /> The Administration further recommends that the offer <br /> of dedication be accepted by the Board of County <br /> Commissioners without maintenance responsibility. <br /> Application of recreation requirements shall be as the <br /> Board decides. <br />
