5 <br /> Plan. <br /> B. Advisory Committee <br /> The Manager of each local government will appoint three members to a New Hope-Eno River <br /> Open Space Advisory Committee. This Committee will meet at least seven times as indicated <br /> under Section 4. Time Schedule, The Committee may hold additional meetings as desired, but <br /> the Consultant will be obligated to attend no more than ten. The role of the Advisory Committee <br /> is to: <br /> -hold public hearings <br /> -work with the Consultant toward a Plan that reflects community consensus <br /> -make recommendations to the elected bodies, including any differences of opinion which have <br /> - not been resolved between the Consultant and the Advisory Committee. <br /> C. Public Notice <br /> Each local government shall be responsible for providing public notice within its jurisdiction for <br /> public hearings. Local governments may hold additional public meetings on the Plan if they <br /> find it to be necessary or beneficial. <br /> 4. TIME SCHEDULE <br /> Following is a tentative schedule to begin when all four local governments approve this contract. <br /> Week Meeting <br /> 2 1. Advisory Committee. Orientation, elect Chair, plan public hearing, set meeting <br /> schedule. <br /> 4 2, Advisory Committee. Report from Consultant on land use and natural features, <br /> 4 3. Public Hearing. Brief presentation by Consultant; Committee hears public comment, <br /> 6 4. Advisory Committee. Draft Plan presented by Consultant. <br /> 7 5. Public Hearing. Presentation of draft Plan by Consultant; Committee hears public <br /> comment. <br /> 9 6. Advisory Committee. Final Plan presentation by Consultant. <br /> 11 7. Advisory Committee. Adopt final Plan. <br /> This time schedule is tentative, but the Plan will be ready for presentation to elected bodies no <br /> later than November 1, 1989. <br /> 5. PROJECT BUDGET AND ACCOUNTING PROCEDURE: <br /> The local governments will pay the Consultant $20,000 for services herein described. Each <br /> jurisdiction upon approval of the contract agrees to pay$5000 to the Durham City-County Planning <br /> Department,which will disburse the funds to the Consultant. If services are not performed according <br /> to this agreement,funds paid to the Durham City-County Planning Department will be proportionately <br /> • - returned to the local governments. Funds will be disbursed to the.Consultant by the Planning <br /> • Department on the following schedule: <br /> 25% upon agreement execution; <br /> 25% upon completion of first draft; and <br /> 50% upon agreement with the Advisory Committee and submission of camera-ready booklet. <br /> 3 <br />
