L.) 3 AGREEMENT FOR PROFESSIONAL SERVICES NEW HOPE-ENO RIVER • - - • OPEN SPACE CORRIDOR MASTER PLAN This agreement is herein agreed to on this clay of , 1989, by the City of Durham, Durham County,Town of Chapel Hill, and Orange County, hereinafter known as the local governments; and Coulter and Associates, hereinafter known as the Consultant. The project will be funded through and assisted primarily by the Durham City-County Planning Department, and assisted secondarily by the Chapel Hill Mayor's office, and the Orange County Planning Department. 1. SCOPE OF WORK A. Purpose The purpose of this project is to prepare a Master Plan for the New Hope-Eno River Open Space Corridor. The Master Plan will consist of: 1) an analysis of natural and land use features; 2) areas recommended for protection; 3) protection technique recommended for each parcel in each area; 4) general cost estimates to implement the protection techniques for each parcel; 5) identification of priorities for protection; and • 6) a proposed program for phased implementation. The Plan will be developed with public participation through a New Hope-Eno River Advisory Committee. The Plan will be submitted as a camera-ready booklet, including maps, overlays, and text; it will be presented to the elected bodies for adoption. B. Study Area The primary study area is the floodplain on New Hope Creek north of the land owned by the U. S. Army Corps of Engineers, floodplain on Mud Creek, and the corridor to the Eno River through Duke Forest Korstian Division in Orange County and Durham Division in Durham County. This corridor is generally identified by the attached map. The secondary study area includes land adjacent to New Hope Creek and Mud Creek floodplains and adjacent to Corps of Engineers land along New Hope Creek. 1 •
