1 - <br /> 38 <br /> (2) PD-l-89 McLennan's Farm <br /> • Presentation by Mary Scearbo. <br /> (A copy of the abstract information, Staff <br /> • recommendation with conditions an attachment to <br /> these minutes on pages . ) <br /> Paul Thames, County Engineer, expressed his <br /> concerns for the disposal system and stated that <br /> conditions had been attached which addressed all <br /> of his concerns. <br /> Jacobs asked that Thames outline the chain of <br /> command for the monitoring of the system. <br /> Thames stated that if the system is owned, <br /> • operated and monitored by a utility, it would <br /> probably be monitored twice weekly. If it is to <br /> be monitored by the County Health Department it <br /> would probably be quarterly. <br /> Jacobs asked that the Planning Board be provided a <br /> • copy of the recommendations for the monitoring <br /> program which the Health Department is in process <br /> of preparing. <br /> Scearbo noted that condition #3 addresses County <br /> involvement and, with the assistance of the County <br /> Attorney and the Planning Director, is an attempt <br /> to provide flexibility for the operation and <br /> monitoring of the system. She continued that the <br /> possibilities of those agencies and individuals <br /> knowledgeable in the operation of such a system <br /> have been identified and the intent is to have a <br /> public utility or agency with such expertise <br /> operate and monitor the system. <br /> Burklin asked how the utility or agency would be <br /> selected. Scearbo responded that if the Special <br /> Use Permit were approved, attached conditions <br /> would provide for the agency to be selected. <br /> Jacobs reminded the Board of the procedure by <br /> which a Planned Development is reviewed and voted <br /> on. <br /> (Copies of the Findings of Fact are attachments to <br /> these minutes on pages <br /> Scearbo presented the Findings of Fact as follows: <br /> Articles 8.6 and 8.8 - Application Components <br /> The majority of those findings were positive. <br /> Negative findings are addressed in the conditions <br /> 111111111. <br />
