33. .
JUkle, 20, 1S09
, .
when completed contingent upon a finding that the project will have no significant
impact on the environment.
VOTE: UNANIMOUS.
E.7. >2. PD-l-89 McLennan's Farm (continuation of public
hearing)
This item was presented for public comment at the May 22 Quarterly Joint
Public Hearing. The item was continued to tonight to receive additional
information and public comment on the adequacy of the proposed system for
wastewater disposal.
County Engineer Paul Thames reported that after meeting with the owner Mr.
Todd and visiting the site, he was satisfied that the size of the field and the
topography was such that it was not a problem that was going to require a lot of
adjustment on how the field was going to be layed out. All of his other concerns
have been addressed in the 34 conditions as proposed by the Planning Staff.
THE PUBLIC HEARING WAS OPEN FOR CITIZEN COMMENTS:
STEVE CLARK spoke against this development for all the reasons expressed at the
May 22 public hearing. He suggested that when notice of public hearing is posted
on the property that it be done so that it can be read from the road.
DAVID PIERCE spoke opposing the development. He expressed concern about the
alternative system indicating that they frequently fail.
ALLEN MAKIEL spoke in opposition of the project. He expressed concern with the
alternative septic system noting they fail a lot of the time because of neglect.
John Link pointed out that there will be two activities going on that will
address some of the concerns raised about the maintenance and monitoring of these
alternative systems. One will be the continuation of discussion by the Orange
Chatham work group as they address alternative systems in the University Watershed.
At the same time, the County's Health Department Administration will be examining
what their role should be in the future in the maintenance and monitoring of these
systems.
1
Discussion ensued on the responsibility of maintaining and monitoring of
alternative systems. Commissioner Hartwell stated that he is supportive of
developing such alternative systems but questions if this experimentation should
begin in the watershed. He believes they should be licensed and should start
gaining some experience with such systems by using the best type of maintenance and
management structures that can be formulated.
Craig Morgan, Engineer for the project, stated it has been his experience over
the last fourteen years that the alternative systems do not fail over night but
that they occur over a long period of time. It is not a problem that is confined
to the uninformed. The problem is education first, responsibility second and
enforcement third.
A letter from Ron Holdway, Orange County Health Department, was entered into
the record as new evidence and a field report from Mr. Steinbeck will be
forthcoming.
1
MINIMMIINMEr
