--`t, <br /> 111 11\ IT 20 <br /> ----- <br /> has requested that a Class B private road be <br /> permitted to access the five lots. <br /> All applicable agencies have reviewed the <br /> preliminary plan. The NC Department of <br /> Transportation has recommended that sight <br /> triangles be added to the entrance. This <br /> requirement will be included as a condition of <br /> approval. <br /> Comments from the County Engineer involved site <br /> drainage, sight triangles and the relationship of <br /> septic field sites to house and well sites. These <br /> concerns will be addressed by Erosion Control, <br /> NCDOT, and Health Department requirements attached <br /> as conditions of aipproval. <br /> Orange County Erosion Control has required that a <br /> 30' drainage easement be provided on the eastern <br /> portion of Lot 5 from Amy Lane extending south <br /> along the swale to the southern boundary line. <br /> The 20' drainage easement shown between lots 4 and <br /> 5 must be 30' in width and must follow the <br /> existing drainage channel. In addition, an <br /> erosion control plan must be submitted and <br /> approved before any construction begins. <br /> Soil limitations reported by Orange Soil and Water <br /> Conservation Staff can be overcome by large lots <br /> to accommodate house and septic field locations. <br /> No comments were received from OWASA. The Town of <br /> Carrboro requested that impervious surface <br /> calculations be shown on the final plat. <br /> Based on the evaluation of the private road <br /> justification, the Planning Staff has determined <br /> that a Class B private road would be appropriate <br /> in this location. The subdivision is located in <br /> the Rural Buffer and the University Lake <br /> Watershed. It includes very large lots, larger <br /> • setbacks, tree protection, and a prohibition on <br /> further subdivision of the five lots. <br /> - - The Planning Staff recommends approval of the <br /> preliminary plan for Hilary Corner with a Class B <br /> private road and the following conditions: <br /> 1. Dedicate 10' x 70' sight triangles at the <br /> intersection of Amy Lane and Bowden Road (SR <br /> 1946) . <br /> 2. Provide a 30' drainage easement on the eastern <br /> portion of Lot 5 from the right-of-way for Amy <br />
