It is advantageous to <br /> limit the amount of impervious surface in this overlay district to improve <br /> community water quantity and quality. The permeability of a gravel road is <br /> much greater than that of a paved road. The gravel will serve to filter and <br /> store stormwater, whereas runoff will sheet flow off a paved road. A private <br /> gravel road is therefore preferable to a public road with respect to water <br /> conservation. <br /> A homeowner's association will be established to maintain the private road to <br /> acceptable standards. Access to all lots will be limited to the private road <br /> (no driveways onto Bowden Road or Old Greensboro Highway). Therefore the <br /> responsibility for road maintenance will be equally shared by all property <br /> owners. <br /> In conclusion, a private road is appropriate to the style and scope of develop- <br /> ment proposed for Hilary Corner. The rural character of the property will be <br /> retained by the pasturing of horses, large lots, increased setbacks, additional <br /> subdivision restrictions and preservation of existing and new vegetation. <br />
