The permeability of a gravel road is <br /> much greater than that of a paved road. The gravel will serve to filter and <br /> store stormwater, whereas runoff will sheet flow off a paved road. A private <br /> gravel road is therefore preferable to a public road with respect to water <br /> conservation. <br /> A homeowner's association will be established to maintain the private road to <br /> acceptable standards. Access to all lots will be limited to the private road <br /> (no driveways onto Bowden Road or Old Greensboro Highway).
