2 <br /> The appropriate agencies have reviewed the proposal <br /> and comments are included in the attachments. <br /> The. North Carolina Department of Transportation has <br /> recommended that the right-of-way along both state <br /> roads be dedicated. This has been added as a <br /> condition of approval. <br /> Orange County Environmental Health Department has <br /> located tentative sites on each lot for septic tank <br /> sewage disposal. <br /> The Orange County Attorney has indicated his concern <br /> about the private roads less than 500 feet in length <br /> not having to be constructed. Only Class C private <br /> roads less than 500 feet in length do not have to be <br /> constructed. Since these two roads would be Class B <br /> private roads, they would have to be constructed to <br /> Class B standards. <br /> Paul Thames, the County Engineer has recommended that <br /> drainage easements would possibly be needed on some <br /> lots in the subdivision. He has also indicated that <br /> lots 5 & 6 could be better oriented with the common <br /> lot line running east-west to alleviate sheet flow. <br /> The Health Department has indicated there would be no <br /> problem if this line were to be changed, therefore, <br /> this has been added as a condition. <br /> Erosion Control has indicated that the subdivision <br /> meets the ordinance requirements for stormwater <br /> management. Keith Rosemond, after walking the site, <br /> has indicated that the only drainage easement needed <br /> was a 15 foot easement on each side of the channel <br /> below the pond on lot 14. If there are drainage <br /> problems they would be addressed in the Erosion <br /> Control Plan. <br /> Orange Soil and Water Conservation Staff has reported <br /> the soils located on this site are Georgeville. <br /> Georgeville soil has moderate limitations for septic <br /> tank absorption fields and dwellings. <br /> On July 17, the Planning Board recommended approval of <br /> the preliminary plan for Four Birches with private <br /> roads build to Class B Standards and the conditions <br /> listed in the attached Subdivision Approval Permit. <br /> RECOMMENDATION: The Administration recommends approval as per the <br /> Planning Board's recommendation. <br />
