9
(The proposed road is neither an arterial nor
a collector. )
Provided, however, private roads may be
allowed in a subdivision where, in the
judgment of the Planning Board and with the
approval of the Board of County Commissioners,
it is found that the nature and location of
the subdivision are such that a private road
is justified.
(The road is located in the Rural Buffer where
the minimum lot size is 2 acres. It is also
in the Protected Watershed of University Lake
where impervious surface is regulated. Other
subdivision roads in the area are private and
unpaved. The subdivision is not adjacent to a
collector or an arterial road. )
In determining whether to permit private roads
in subdivisions, the following design features
will be considered:
1. The provision of lot sizes and
building setback lines greater than
required by ordinance provisions;
(Building setbacks are shown as 50' and 30',
10 feet larger than the minimum required.
All of the lots which access the private road
are larger than the 2-acre minimum size
required by 0.27, 0.59, and 1.14 acres. )
b. The retention and/or provision of •
landscaping and use of clustering of
dwelling units to screen the view of
the subdivision from public roads
and/or maintain a wooded or forested
character;
(The entire site is wooded. Tree protection
has been included in the restrictive cove-
nants. In addition, larger building setbacks
will also help screen the view of structures
from the State road. No clustering of units
is proposed. )
c. The maintenance of scenic views,
including vistas of open farmland
