It is zoned <br /> Rural Buffer and Protected Watershed II (University <br /> Lake) , and designated as Rural Residential in the <br /> the Joint Planning Area Land Use Plan. <br /> Adjacent land uses are residential and a church. No <br /> traffic counts are available for SR 1104; the 1986 <br /> count for Jo Mac Road was 250 trips per day. Bethel- <br /> Hickory Grove Church Road is not a collector. <br /> Seven (7) lots are proposed which average 2.34 acres <br /> in size. Each lot will be served by individual wells <br /> and septic tanks. Three lots will have direct access <br /> to Bethel-Hickory Grove Church Road. Lot 1 will have <br /> access to Jo Mac Road. A Class B private road is <br /> proposed to serve the remaining three lots and the <br /> common area. A private road justification is included <br /> with the attachments as well as the Planning Staff's <br /> evaluation of the justification. <br /> All applicable agencies have reviewed the preliminary <br /> plan. The NC Department of Transportation recommended <br /> that the proposed private road be re-aligned to <br /> intersect the State road directly opposite the <br /> entrance for Hickory Grove Baptist Church.
