It <br /> is zoned Rural Buffer and Protected Watershed II <br /> (University Lake) , and designated as Rural <br /> Residential in the Joint Planning Area Land Use <br /> Plan. Adjacent land uses are residential and a <br /> church. No traffic counts are available for SR <br /> 1104; the 1986 count for Jo Mac Road was 250 trips <br /> per day. Bethel-Hickory Grove Church Road is not <br /> a collector. <br /> Seven (7) lots are proposed which average 2.34 <br /> acres in size. Each lot will be served by <br /> individual wells and septic tanks. Three lots <br /> will have direct access to Bethel-Hickory Grove <br /> Church Road. Lot 1 will have access to Jo Mac <br /> Road. A Class B private road is proposed to serve <br /> the remaining three lots and the common area. A <br /> private road justification is included with the <br /> attachments as well as the Planning Staff's <br /> evaluation of the justification. <br /> All applicable agencies have reviewed the <br /> preliminary plan. The NC Department of <br /> Transportation recommended that the proposed <br /> private road be re-aligned to intersect the <br /> State road directly opposite the entrance for <br /> Hickory Grove Baptist Church. The preliminary <br /> plan has been revised to include the re-alignment. <br /> Orange County Erosion Control has required a 30' <br /> drainage easement along the creek channel on lots <br /> 5, 6, and 7. A portion of this drainage easement <br /> has been shown. A condition of approval will be <br /> included to extend the easement across lot 6 to <br /> the northern boundary line of the subdivision. <br /> No comments were received from OWASA. The Town of <br /> Carrboro telephoned to submit comments regarding <br /> the drainage easement and impervious surface. <br />
