17 <br /> G3 tl:\ ir <br /> (2) Falling Cedars <br /> (8 Lots - Bingham Township) <br /> Presentation by Emily Crudup. <br /> The property is located in Bingham Township on the <br /> west side of Dodson s Crossroads (SR 1102) 1.5 <br /> miles north of NC Highway 54. It is zoned <br /> Residential-land designated Rural Residential in <br /> the Land Use Element of the Comprehensive Plan. In <br /> 1987 the traffic count for SR 1102 near Highway 54 <br /> was 1400 trips per day. Adjacent land uses are <br /> residential. <br /> .• • <br /> The total acreage 6T the tract is 21.76 acres. <br /> Eight (8) lots are proposed which average 2 .47 <br /> acres in size. These lots will be served by <br /> individual wells and septic tanks. Lots 1 and 7 <br /> will have easements on adjacent lots for septic <br /> drain fields. <br /> The applicant has submitted a private road <br /> justification for a new Class B private road to <br /> access the 8 lots. The written justification and <br /> the Planning Staff's evaluation are included in <br /> the agenda. Based on the character of the area in <br /> addition to the design features included in the <br /> subdivision, the Planning Staff has concluded that <br /> a Class B private road would be appropriate on . <br /> this site. The roads in The Trails are the only <br /> public paved subdivision roads in the area. The <br /> roads in Sunnyfield, Pickards Mountain, Western <br /> Park, Five Forks, Twin Streams, Forest Knolls, and <br /> Covered Bridge are private and unpaved. <br /> The preliminary plan for Falling Cedars has been <br /> reviewed- by all applicable agencies. NCDOT has <br /> approved the sight distance for the entrance road <br /> with the addition of sight triangles. Orange Soil <br /> and Water Conservation Staff has reported soils <br /> subject to flooding located along the perennial <br /> stream. These soils will be prohibited for <br /> development because they are included in the <br /> stream buffer as shown on the preliminary plan. <br /> Orange County Environmental Health has indicated <br /> that each lot has a usable area for sewage <br /> disposal. However, the easements shown may need <br /> to be adjusted. Some sites may be restricted in <br /> daily flow. <br /> Comments from the County Engineer included site <br /> drainage, sight triangles, alignment of the <br />
