2' <br /> The preliminary plan for Falling Cedars has been <br /> reviewed by all applicable agencies. Their comments <br /> are attached. NCDOT has approved the sight distance <br /> for the entrance road with the addition of sight <br /> triangles. Orange Soil and Water Conservation Staff <br /> has reported soils subject to flooding located along <br /> the perennial stream. These soils will be prohibited <br /> for development because they are included in the <br /> stream buffer as shown on the preliminary plan. <br /> Orange County Environmental Health has indicated that <br /> each lot has a usable area for sewage disposal. <br /> However, the easements shown may need to be adjusted. <br /> Some sites may be restricted in daily flow. <br /> Comments from the County Engineer included site <br /> drainage, sight triangles, alignment of the proposed <br /> road, and septic field locations. These concerns will <br /> be addressed by Erosion Control, NCDOT, and Health <br /> Department requirements attached as conditions of <br /> approval. <br /> Orange County Erosion Control will require a 50' <br /> drainage easement on either side of the perennial <br /> stream, as well as calculations to verify that the <br /> proposed 42" culvert will be sufficient. The road must <br /> be shifted to the north at the stream crossing to <br /> allow room for construction of required erosion <br /> control devices on the downstream side. An erosion <br /> control plan must be approved prior to any clearing or <br /> site disturbance. <br /> On July 17, the Planning Board recommended approval of <br /> the preliminary plan for Falling Cedars Subdivision <br /> with a Class B private road and the following <br /> conditions: <br /> 1. Submit restrictive covenants and a road <br /> maintenance agreement to the County Attorney for <br /> • approval. Include in the restrictive covenants <br /> protection of existing vegetation, prohibition of <br /> further subdivision, 100' and 75' setbacks, and <br /> the larger stream buffer. <br /> • 2. Provide payment in lieu of dedication of <br /> • recreation/open space in the amount of $630. <br /> 3. Dedicate 10' x 70' sight triangles on Dodson's <br /> Crossroads. <br /> 1 <br /> 4. Submit easement agreements for the septic drain <br /> field areas for lots 1 and 7 to be approved by the <br /> County Attorney. <br /> 5. Obtain approval of the required erosion control <br /> plan prior to final plat approval, shifting the <br /> road as necessary. <br />
