• . . r7; <br /> I <br /> tJ-J 40 <br /> The Duke Forest Advisory Committee submitted -/ <br /> recommendations regarding erosion control to help <br /> preserve downstream water quality in Duke Forest <br /> and other areas beyond Homewood. <br /> On May 15, the Planning Board reviewed the concept <br /> plan for Homewood and recommended that the <br /> applicant proceed with a design that included six <br /> lots on a private road with easements in the open <br /> space for septic tank disposal. The Board also <br /> suggested that the developer and owners meet with <br /> the Planning Staff to produce a plan that <br /> addresses the Staff concerns while incorporating <br /> the design ideas of the owners and developer. <br /> The preliminary pliff submitted includes a <br /> shortened road and a joint driveway for lots 5 and <br /> 6. These features are in response to Planning <br /> Board comments on the concept plan. During the <br /> preliminary plan review, the Staff met twice with <br /> the owners and the developer. - <br /> Planning Department comments: The concerns <br /> previously expressed by the Planning Department <br /> regarding compliance with the intent of the <br /> cluster provisions have not been fully addressed. <br /> A variation of the preliminary plan is included <br /> with the attachments. This variation involves <br /> shortening the road and moving it slightly to the <br /> east while shifting the locations of lots 3 and 4 <br /> to the southeast. In addition the southern lot <br /> lines for lots 5 and 6 are moved to the north away <br /> from the stream and spring. <br /> Advantages of the variation to the preliminary <br /> plan were demonstrated by an overlay on the plat <br /> and are: <br /> (1) More open space is preserved to protect <br /> natural features such as a spring, a creek, <br /> large mature hardwood trees, steep slopes, and <br /> rock outcroppings; <br /> (2) The open space also serves to protect water <br /> _ quality and buffer adverse impacts to adjacent <br /> properties; <br /> (3) Impact to the environment is reduced by <br /> shortening the road and clustering most of the <br /> homesites away from sensitive natural areas <br /> (slopes, streams, springs) ; <br /> (4) If built to State standards, the new cul-de- <br /> sac could be accepted by NCDOT for maintenance <br />
