39 <br /> Six (6) lots are proposed that average 1.47 <br /> in size. The remaining 6.09 acres are designated <br /> as open space. <br /> Sewage Disposal - Each of the six lots will have <br /> its own easement into the open space to serve as <br /> the nitrification field and repair area for the <br /> septic tank located on each lot. This is not a <br /> community system for sewage disposal and has been <br /> given preliminary approval by the Health <br /> Department. Under Section IV-B-10-e(h) of the <br /> Subdivision Regulations, no more than 50% of the <br /> required open space may be used for sewage <br /> treatment, utilities, or other uses which are <br /> restricted for access by the residents of the <br /> subdivision. The oposed nitrification field <br /> easements cover 38% of the open space shown on the <br /> preliminary plan. <br /> Access: The applicant proposes a new cul-de-sac <br /> built to NCDOT standards. A private road <br /> justification and the Staff's evaluation are <br /> included with the attachments. The existing <br /> right-of-way for Pauline Drive would be dedicated <br /> to the adjoining property owners who currently use <br /> the road. <br /> Review comments from applicable agencies are <br /> included with the attachments. Those relevant to <br /> the conditions of approval are summarized below. <br /> The County Engineer expressed concern with remote <br /> septic fields and stream crossings. Each system <br /> for sewage disposal will be installed and <br /> inspected according to Health Department <br /> requirements. Planning Staff proposes to minimize <br /> stream crossings with a variation of the <br /> - preliminary design. Conditions of approval have <br /> been recommended to reduce disturbance and control <br /> erosion. <br /> The Erosion Control Supervisor has stated that an <br /> erosion control plan will be required if <br /> disturbance exceeds 20,000 square feet. The plan <br /> should include the road and driveways for lots 4, <br /> 5, and 6. He also recommended that all of the <br /> septic lines in the right-of-way and easements as <br /> well as the filter fields be installed all at once <br /> rather than as each house is built. This will <br /> avoid damage to driveways, the road, and to <br /> existing septic lines and fields. Over the long <br /> term development of the subdivision, this will <br /> also reduce the total amount of site disturbance. <br />
