• <br /> ORANGE COUNTY PLANNING DEPARTMENT 1 26 <br /> 306F REVERE ROAD <br /> HILLSBOROUGH, NORTH CAROLINA 27278 <br /> " <br /> Vet <br /> MEMORANDUM <br /> TO: BOARD OF COUNTY COMMISSIONERS <br /> FROM: EMILY CRUDUP, ASLA, PLANNER II <br /> DATE: JULY 19, 1989 <br /> SUBJECT: HOMEWOOD SUBDIVISION - PRELIMINARY PLAN <br /> The concept plan for Homewood was submitted in March and <br /> reviewed by the Planning Staff. Following a visit to the <br /> site, the Staff had concerns that the open space proposed by <br /> the applicants was not located in a way to preserve the <br /> significant natural features including a stream, a spring, <br /> steep slopes, and a climax community hardwood forest. The <br /> concept plan showed open space along Whitfield Road with a <br /> portion to encompass sufficient area for septic tank disposal <br /> of the six lots, while home sites violated the sensitive <br /> natural areas. <br /> On May 15, the Planning Board reviewed the concept plan for <br /> Homewood and recommended that the applicant proceed with a <br /> design that included six lots on a private road with <br /> easements in the open space for septic tank disposal. The <br /> Planning Board also suggested that the developer and owners <br /> meet with the Planning Staff to produce a plan that addresses <br /> the Staff concerns while incorporating the design ideas of <br /> the owners and developer. <br /> The preliminary plan submitted includes a shortened road and <br /> a joint driveway for lots 5 and 6. These features are in <br /> response to Planning Board comments on the concept plan. <br /> During the preliminary plan review, the Staff met twice with <br /> the owners and the developer and compromised on a variation <br /> of the submitted preliminary plan. <br /> The concerns previously expressed by the Planning Staff <br /> • regarding compliance with the intent of the cluster <br /> provisions were not fully addressed by the preliminary <br /> submittal. A variation of the preliminary plan is included <br /> with the attachments. This variation involves shortening the <br /> road considerably and moving it slightly to the east while <br />
