Stream buffers and
land use buffers will be preserved through
restrictive covenants, but are not
considered common open space. The amount
of common open space required under the
cluster provisions is the sum of all
reductions in lot sizes, or a minimum of
20% of the gross land area. The plan for
Homewood proposes 6. 09 acres in common open
space [approximately 40%] including 2.33
acres for sewage disposal.)
5. Larger than required stream buffers and
lot sizes, and/or other design features
are proposed as part of a subdivision to
be located in a Protected Watershed as
designated on the Orange County
Comprehensive Plan to reduce the amount
of impervious surface and cause
infiltration of storm water runoff to
prevent the pollution of water supply
reservoirs.
(The subdivision is not located in a protected
watershed. The developer proposes to pave the
road to NCDOT standards even if it is
approved as a private road. Larger stream
buffers than required are proposed. )
EVALUATION SUMMARY: The subdivision is an area of the County
where most of the roads are public and paved. The developer
plans to build the road to State standards even if it is
privately owned. The road would therefore be eligible for
State maintenance when four homes are occupied. The Planning
Staff recommends that the road be dedicated public.
1
