We are making this proposal <br /> at this time for the following reasons. <br /> During our meeting on 28 December 1988 with Marvin Collins we were <br /> told that the Planning Department would not process a . rezoning <br /> application prior to a plan amendment being granted. <br /> The text of the Orange. County recommendation in examining the <br /> proposed land use change for the public hearing on 6 April 1989 <br /> states that "the agricultural - residential zoning district is one <br /> of the permitted zones within the rural buffer."
