32 <br /> The proposed amendments to Article 12 and Article <br /> 7 were presented at public hearing on May 22, <br /> 1989 . No citizen comments were received at that <br /> time. <br /> The Planning Staff recommends approval of the <br /> proposed amendments. <br /> Crudup added that the waiver request which is <br /> included in the Subdivision Regulations should <br /> also be included in the Zoning Ordinance at the <br /> end of the buffer section. <br /> MOTION: Cantrell moved approval. Seconded by Eddleman. <br /> VOTE: Unanimous (Best out of the room during this vote) . <br /> d. Orange County Subdivision Regulations <br /> ( 1) Section III-B - Subdivision Classification <br /> (2) Section IV-B-10 - Cluster Subdivisions <br /> Presentation by Emily Crudup. <br /> These items are to consider a proposed amendment <br /> to Section III-B of the Subdivision Regulations <br /> pertaining to the definition of "Minor <br /> Subdivision" . <br /> Under existing regulations, no more than four lots <br /> may be created out of any one tract of land <br /> through the minor subdivision process. A "tract" <br /> is considered to be the lot-of-record (that lot <br /> which existed at the time the Subdivision <br /> Regulations first went into effect) . Since 1981, <br /> the number of major subdivision creating less than <br /> four lots has represented at least twenty percent <br /> of majors processed annually in Orange County, yet <br /> involves less than five percent of the total <br /> number of lots produced by the major subdivision <br /> process. <br /> Under current procedures, a one-lot major <br /> subdivision requires the same type of review as a <br /> plan proposing fifty lots, including approval of <br /> both a Concept Plan and Preliminary Plat prior to <br /> Final Plat approval. <br /> The proposed amendment would establish a twenty- <br /> four (24) month time period during which a maximum <br /> of four (4) new lots may be created from an <br /> existing lot. <br /> (The Planning Board previously recommended that <br /> only three new lots be permitted through the minor <br />
