7 <br /> Approximately 238 parcels are affected by the <br /> proposed changes. Zoning of the cross-hatched <br /> area within Cheeks, Bingham and Chapel Hill <br /> Townships should include the PW-II Protected <br /> Watershed Overlay. The underlying zoning in the <br /> affected area includes AR (Agricultural <br /> Residential) , R1 (Rural Residential) , and a small <br /> amount of Rural Buffer. <br /> The Land Use Element maps for Hillsborough and <br /> Chapel Hill Townships must also be amended to <br /> include the boundary of the Upper Eno Watershed. <br /> There is no change to the Land Use Element plan <br /> designation proposed at this time. A buffer of 50 <br /> feet is required adjacent to all perennial <br /> streams. Impervious surface is limited to 12 <br /> percent of the total lot area. Commercial land <br /> uses require a minimum lot size of 80, 000 square <br /> feet. Light industrial uses which are not major <br /> water users are permitted with a minimum lot size <br /> of 200, 000 square feet. <br /> The proposal was presented for public hearing on <br /> May 22, 1989. There were no comments relating to <br /> the Zoning Atlas or Land Use Plan changes. There <br /> was one comment however pertaining to the <br /> calculation of impervious surface, which may be <br /> addressed in a future amendment to the Zoning <br /> Ordinance text. <br /> The Planning Staff recommends approval of tne <br /> proposed amendment to the Land Use Element and <br /> Zoning Atlas. <br /> The Board asked for clarification on how the <br /> division between PWII and WQCA is determined. <br /> Jacobs asked specifically about Rocky Run Creek. <br /> Crudup explained that the WQCA designation <br /> includes major tributaries to the protected water <br /> source up to the point where secondary streams <br /> converge with the primary tributary. She said the <br /> staff would investigate the Rocky Run area of the <br /> PWII. <br /> MOTION: Lewis moved approval.
