7 Approximately 238 parcels are affected by the proposed changes. Zoning of the cross-hatched area within Cheeks, Bingham and Chapel Hill Townships should include the PW-II Protected Watershed Overlay. The underlying zoning in the affected area includes AR (Agricultural Residential) , R1 (Rural Residential) , and a small amount of Rural Buffer. The Land Use Element maps for Hillsborough and Chapel Hill Townships must also be amended to include the boundary of the Upper Eno Watershed. There is no change to the Land Use Element plan designation proposed at this time. A buffer of 50 feet is required adjacent to all perennial streams. Impervious surface is limited to 12 percent of the total lot area. Commercial land uses require a minimum lot size of 80, 000 square feet. Light industrial uses which are not major water users are permitted with a minimum lot size of 200, 000 square feet. The proposal was presented for public hearing on May 22, 1989. There were no comments relating to the Zoning Atlas or Land Use Plan changes. There was one comment however pertaining to the calculation of impervious surface, which may be addressed in a future amendment to the Zoning Ordinance text. The Planning Staff recommends approval of tne proposed amendment to the Land Use Element and Zoning Atlas. The Board asked for clarification on how the division between PWII and WQCA is determined. Jacobs asked specifically about Rocky Run Creek. Crudup explained that the WQCA designation includes major tributaries to the protected water source up to the point where secondary streams converge with the primary tributary. She said the staff would investigate the Rocky Run area of the PWII. MOTION: Lewis moved approval. Seconded by Eidenier. VOTE: Unanimous.
