• <br /> 1 (2) Section 3.0-3.5, Land Use Plan. 4 <br /> 2 <br /> 3 OUESTIONS FROM THE BOARD OF COMMISSIONERS AND THE PLANNING BOARD <br /> 4 <br /> 5 COMMISSIONER WILLHOIT requested that the cover on the document be changed. <br /> 6 <br /> 7 MR. EDDLEMAN asked what the time span for updating a Land Use Plan should be in <br /> 8 order for the plan to be valuable. <br /> 9 <br /> 10 MR. STANCIL stated that many communities use a five year update. Orange County is <br /> . 11 _ growing so rapidly that a five year- timeframe-has been chosen. The most commonly used <br /> 12 up-date is five years. <br /> 13 <br /> 14 THERE WERE NO CITIZEN COMMENTS. <br /> 15 • <br /> 16 A motion was made by Chairman Carey, seconded by Commissioner Marshall, that this <br /> 17 item be referred to the Planning Board for a recommendation to come back to the Board no <br /> 18 earlier than August 1, 1989. <br /> 19 VOTE: UNANIMOUS <br /> 20 • <br /> 21 c• LUP-9-89 Land Use Element Map (Protected Watershed Overlay) <br /> 22 The presentation was made by Mary Scearbo. In summary this item is being <br /> 23 presented for the purpose of receiving public comment on a proposal to add a portion of <br /> 24 the southeast corner of the Upper Eno Watershed to the PWII Protected Watershed Overlay <br /> 25 District and delineate the complete Boundary of the Upper Eno Watershed on the Land Use <br /> 26 Element. <br /> 27 <br /> 28 THERE WERE NO QUESTIONS FROM THE BOARD OF COMMISSIONERS OR PLANNING BOARD. <br /> 29 <br /> 30 THE PUBLIC HEARING WAS OPEN FOR CITIZEN COMMENT. <br /> 31 <br /> 32 ALLEN SPALT stated that he recently discovered that there seems to be a problem in <br /> 33 the characterization of impervious surface in Orange County. He commented that having <br /> 34 such surfaces include concrete or asphalt does not go far enough. There are other <br /> 35 impervious surfaces, such as unpaved, or gravel surfaces. He suggested that gravel <br /> 36 areas for commercial use with 30% of the area being graveled that it include a <br /> 37 significant amount of impervious surface. This needs to includes gravel surfaces as <br /> 38 well. <br /> 39 <br /> 40 MS. SCEARBO stated that that could not be addressed at this time since the <br /> 41 advertisement did not include gravel surfaces. <br /> 42 <br /> 43 THE PUBLIC HEARING WAS CLOSED. <br /> 44 <br /> 45 Motion was made by Chairman Carey, seconded by Commissioner Marshall, to refer this <br /> 46 item to the Planning Board for a recommendation to be returned to the Board no sooner <br /> 47 than August 1st. <br /> 48 VOTE: UNANIMOUS ' <br /> 49 <br /> 50 3.a.
