12 <br /> 6. Dedicate to public use (Orange County) the <br /> right-of-way for the stubout. Provide a deed <br /> to the County and label the stubout as <br /> "dedicated to public use. " <br /> 7. Submit a revised landscape plan showing a more <br /> accurate location of the canopy line, <br /> specifically at the rear of lots 52 through <br /> 54, and indicate proposed plantings to meet <br /> the requirements of Section IV-B-8 . <br /> Best asked that Crudup point out Orange County <br /> Speedway and the quarry site and the distance from <br /> this subdivision. Crudup did so and indicated <br /> that it was approximately 1600 ft. to the boundary <br /> line of this site from the speedway and the quarry <br /> site is located on the other side of NC 57 . <br /> Crudup noted that NCDOT had indicated they had no <br /> plans for immediate improvements to Bacon Road. <br /> She did indicate, however, that the developer said <br /> there would be some realignment and improvements <br /> out to NC 57 by NCDOT. <br /> Jacobs asked why staff did not recommend - <br /> improvements to Bacon Road along the frontage, at <br /> least to the highest level State gravel road. <br /> Crudup responded that could be added as a <br /> condition of approval. Glenn Darst, applicant, <br /> noted that NCDOT had indicated to him there would <br /> be improvements made to a hairpin curve just east <br /> of the position where his road would enter Bacon <br /> Road. <br /> Best asked about the Traffic Impact Analysis. <br /> Crudup responded that 800 trips per day were <br /> required for a Traffic Impact Analysis and this <br /> subdivision would create approximately 560 trips <br /> per day. <br /> Best continued expressing concern that Bacon Road <br /> could not handle the increase in traffic without <br /> improvements. He stated he would prefer assurance <br /> • that those improvements would be made before <br /> approval of this preliminary plan. <br /> Hamilton expressed concern that Bacon Road is in a <br /> major state of deterioration and could not handle <br /> additional traffic. <br /> • Jacobs suggested that the Planning Staff ask NCDOT <br /> to re-evaluate Bacon Road for improvements and <br /> request signage for the curve. This could be <br /> included in a motion. <br />
