Fikes <br /> Application (under seperate cover) <br /> TELEPHONE NUMBER- <br /> Hillsborough - 732-8181 <br /> Chapel Hill - 968-4501 <br /> Mebane - 227-2031 <br /> Durham - 688-7331 <br /> PURPOSE: To receive citizen comments regarding the County's Interim <br /> Assistance Grant Application, approve the application in <br /> consideration of comments received, authorize the Chair to <br /> sign the Application on behalf of the Board and authorize <br /> the Chair to sign the Environmental Review Record <br /> contingent upon a finding a no significant impact. <br /> BACKGROUND: The Housing and Community Development Department along with <br /> the Colie Development Company has prepared an Interim <br /> Assistance Grant Application for submission to the state on <br /> or about June 30, 1989. This application will request <br /> approximately 2.5 million dollars low interest construction <br /> loan financing to be used in the development of housing for <br /> low and moderate income homebuyers in a planned <br /> subdivision, Culbreth Park. <br /> NRCD requires applicants to conduct a public hearing after <br /> the application is completed but prior to submission to the <br /> State. Comments received at this hearing will be considered <br /> prior to submission of this application to NRCD. <br /> Additionally, the State requires that an Environmental <br /> Assessment be completed for projects such as Culbreth Park. <br /> This assessment takes an average of 30 - 45 days for staff <br /> to complete. The results of the assessment must be <br /> compiled into a document known as an Environmental Review <br /> Record which must be executed by the Chief Elected Official <br /> of the County. To prevent delay if awarded this grant/loan <br /> by the State, County staff is requesting that the Board <br /> authorize the Chair to execute this document when <br /> completed, on behalf of the Board since completion is <br /> estimated to be during July when no regularly scheduled <br /> meeting of the Board will be held. This request is <br /> contingent upon a finding that the project will have no <br /> significant impact on the environment. <br />
