12 <br /> Chairman Carey pointed out that he would not have to do an environmental impact <br /> statement unless the assessment had been done and he corrected the statement <br /> indicating the section under discussing is on the Environmental Impact Statement. <br /> Wade Parrish, Orange County citizen, spoke in opposition to the Environmental <br /> Impact Ordinance. He disagreed with the entire proposal. He believes the state is <br /> taking care of regulating these matters and they do not need to be duplicated by <br /> Orange County. <br /> A motion was made by Chairman Carey, seconded by Commissioner Marshall, to refer <br /> this item to the Planning Board. This Public Hearing will remain open to receive <br /> written comments until March 13th, which is a week before the Planning Board meets. <br /> This matter will be returned to the Board of Commissioners no sooner than April 3rd. <br /> VOTE: UNANIMOUS. <br /> • <br /> 3. COMPREHENSIVE PLAN AMENDMENTS <br /> a. LUP-1-89 Land Use Element - Section 4.0 Plan Categories-Zoning <br /> District Matrix <br /> The presentation was made by Marvin Collins. In summary this item is to <br /> receive citizen comment on a proposed amendment to Section 4.0 of the Land Use Element <br /> of the Comprehensive Plan. The proposed amendment would revise Section 4.0 of the <br /> Land. Use Element to: <br /> 1. Reflect the zoning of Cheeks Township; <br /> 2. Reflect the adoption of zoning plans for Chapel Hill and Carrboro <br /> Transition Areas; <br /> 3. Reflect the application of the Rural Buffer zoning district and <br /> associated development standards to the Rural Buffer area designated <br /> on the Joint Planning Land Use Plan; and <br /> 4. Reflect proposed amendments to the Zoning Ordinance text and atlas <br /> establishing and applying two distinct Public Interest District Zoning <br /> district designations. - PID-1 and PID-2. <br /> NO COMMENTS WERE MADE. <br /> A motion was made by Commissioner Hartwell, seconded by Commissioner Marshall to <br /> refer this item to the Planning Board for a recommendation to be returned to the Board <br /> of Commissioners no sooner than April 3, 1989. <br /> VOTE: UNANIMOUS. <br /> b. LUP-2-89 Activity Node E-2 - Eno Township - See also Item # D.5.e <br /> (Rural Residential to 20-Year Transition) <br /> The presentation was made by Planner David Stencil. In summary this item <br /> is to receive citizen comment on a proposed amendment to the Land Use Element of the <br /> Comprehensive Plan. The area in question contains six lots and a portion of another <br /> north of the Interstate 85/U.S. 70 interchange in eastern Eno Township near the Durham <br /> County Line. The 25.44-acre area fronts on Interstate 85, however, it is accessed <br /> through Laurel Ridge Road and Pleasant Green Road. The Eno River is located less than <br /> 1/4-mile to the north. The proposed amendment, if approved, would change the Land Use <br />
