Upon petition by any such owner a the Board of <br /> Commissioners of their current taxing jurisdiction, the <br /> situs for ad valorem tax purposes and other governmental <br /> services shall be changed to the actual county of residence <br /> as determined by the newly located boundary. All such changes <br /> shall be effective on January 1 of the calendar year following <br /> receipt of such a petition.
