Fikes <br /> Consultant Agreement <br /> (under seperate cover) TELEPHONE NUMBER- <br /> Hillsborough - 732-8181 <br /> Chapel Hill - 968-4501 <br /> Mebane - 227-2031 <br /> Durham - 688-7331 <br /> PURPOSE: To approve the selection of an engineering consultant for <br /> the Rencher Street CDBG Program, authorize the Chair to <br /> execute the Consultant Agreement on behalf of the Board <br /> contingent upon the release of CDBG funds by NRCD and <br /> approval by the County Attorney and authorize the Manager <br /> to execute engineering design related subcontracts for a <br /> total amount not to exceed $5,000. <br /> BACKGROUND: A main activity of the Rancher Street CDBG Program is the <br /> provision of the following public facility improvements: <br /> water and sewer line installation and street paving. To <br /> accomplish these improvements, the County must engage the <br /> services of a qualified engineering consultant for all <br /> public facility planning including project design, cost <br /> estimates and supervision during the construction phase. <br /> Ten (10) engineering firms were invited to submit proposals <br /> to provide the consultant services necessary. Eight <br /> responses were received. An evaluation team consisting of <br /> the County Engineer, Purchasing Director, Public Works <br /> Director and the Housing and Community Development <br /> Director was formed to review these proposals. The <br /> proposals were then evaluated and ranked according to the <br /> criteria stated in the proposal . As a result of this <br /> review, the Evaluation Team recommends Finkbeiner, Pettis & <br /> Strout, Limited to provide consultant services for this <br /> project. Successful negotiations have been completed with <br /> this firm to provide these services for $50,000. <br /> However, an agreement cannot be signed until we have <br /> received an official release of funds authorization from <br /> NRCD. This request was made on June 6, 1989 and County <br /> staff anticipates the actual release of funds should take <br /> place in late June or early July. To avoid delay once the <br /> funds are released, County staff is requesting that the <br /> staff recommendation be approved with execution of the <br /> contract after formal release of funds by NRCD. <br />
