10 <br /> - <br /> Clint Burklin: I'm representing the Stonycreek Neighborhood <br /> Association. I want to address this to the Commissioners, <br /> Councilmen, and Planners. The Stoneycreek Neighborhood <br /> Association called a meeting about 3 weeks ago to discuss the <br /> proposed Land Use Plan changes and has asked me to present <br /> the following unanimous concerns. First of all, we're <br /> surprised that you're even having this Public Hearing to <br /> consider these changes to the Land Use Plan . You and the <br /> community work together for almost 3 years to craft a Land <br /> Use Plan that guarantees the organized and logical <br /> development of southern Orange County. We expected this plan <br /> to be a zoning guideline for at least 5 or 10 years. Now in <br /> less time than it took to craft the original plan changes are <br /> being considered. If the plan is going to be changed so <br /> quickly for small pocket interest, then it ceases to be a <br /> Land .Use Plan and simply becomes an extensive of zoning <br /> process. We also want to address the specific land use <br /> changes proposed for the Rural Buffer at the 1-40 - New Hope <br /> Church Road interchange. We know you worked hard to <br /> establish the Rural Buffer, in fact, the Rural Buffer is, in <br /> our opinion, a bold and brilliant component of joint Land Use <br /> Plan. You've even hired consultants this year to find ways <br /> to strengthen and enhance the Rural Buffer and the rural <br /> character of the community. Any changes proposed for the <br /> Rural Buffer should be designed to strengthen and enhance it. <br /> However, the changes that have been proposed tonight, do not <br /> strengthen the Rural Buffer, they punch a hole in the middle <br /> of it, right at one of its most vulnerable spots. If <br /> approved, we are afraid these changes would be the initial <br /> leak that would destroy the dike. If you must consider <br /> threatening the fabric of the Rural Buffer, it should be for <br /> the sake of an urgent requirement that benefits a significant <br /> portion of the County and it can be located nowhere else. <br /> However, the changes have been presented tonight fall way <br /> short of being urgent or-of benefiting a significant portion <br /> of the County are being unlocatable elsewhere. We the member <br /> of Stoneycreek Neighborhood Association urge you to consider <br /> two points. Only change the Land Use Plan on a five to ten <br /> year cycle. With any more frequency cycle it ceases to be a <br /> plan. We urge you not to punch a hole in the Rural Buffer <br /> that you've worked so hard to establish for the sake of <br /> trivial uses easily located outside of the Rural Buffer. I <br /> have a series of letters that go with this that have been <br /> submitted by tembers of our neighborhood, for the record. I <br /> also would like to say that I live in adjacent to that <br /> intersection and I do not feel deprived of commercial <br /> conveniences, in fact, if you have to drive 5 miles for a <br /> loaf of bread you have passed up a bunch of good stores like <br /> the Blackwood Station. <br /> Mr. Carey: I might add here that we have received through <br /> the mail a number of other letters that, on several of these <br /> items that are going to be considered tonight, we will <br /> include those in the record at the end of this meeting and we <br />
