2 <br /> as assorted non-residential land uses that can occur <br /> in rural, agricultural areas. <br /> Staff analysis of the proposed amendment is attached. <br /> This analysis was prepared by the planning staffs of <br /> Orange County, Chapel Hill and Carrboro. <br /> At the April 6 JPA public hearing, four persons, <br /> including three property owners of land in the subject <br /> request, spoke in favor of the amendment. <br /> Approximately 20 persons rose in opposition to the <br /> proposal. <br /> Since the time of the public hearing, both the <br /> planning boards and the governing bodies of the Towns <br /> of Chapel Hill and Carrboro have considered this <br /> proposal. <br /> The Planning Boards of the Towns of Chapel Hill and <br /> Carrboro have recommended denial of the proposed <br /> amendment. <br /> The Chapel Hill Town Council has voted to deny this <br /> proposed amendment by unanimous vote, as have the <br /> Carrboro Board of Aldermen, again by unanimous vote. <br /> On May 15, 1989, the Orange County Planning Board <br /> considered this proposed amendment, and returned a <br /> unanimous recommendation for denial of the request. <br /> Draft minutes of this meeting are attached. <br /> RECOMMENDATION: The Administration recommends denial of the proposed <br /> amendment as per the Planning Board recommendation. <br />
