The 25.44-acre <br /> area fronts on Interstate 85, but it is accessed by <br /> Laurel Ridge Road and Pleasant Green Road. The Eno <br /> River is located less than 1/4-mile to the north. The <br /> proposed amendment, if approved, would change the Land <br /> Use Element designation on the property from Rural <br /> Residential to 20-Year Transition. <br /> Comprehensive Plan amendments adopted for Eno Township <br /> on July 5, 1988 and staff-initiated rezonings to <br /> promote consistency with the Land Use Element of the <br /> Plan would have changed the zoning on 10 acres <br /> of property belonging to Mr. Johnny Kennedy from GC-4, <br /> the classification it has had since 1981, to EC-5. <br /> The Board of Commissioners withheld a decision on the <br /> property at its December 20, 1989 meeting following <br /> comments by Mr. Kennedy's attorney that it was his <br />
