8 <br /> Mr. Stroud: Unintelligible. <br /> Mr. Carey: Mr. Stroud, if a landfill is proposed for this <br /> piece of property, there will be public hearings held on it, <br /> because a Special Use permit will have to be obtained by <br /> those who wish to use it as a landfill, i.e. the County and <br /> the two Municipalities that own the property. Those kinds of <br /> questions will be answered at that time, because that is the <br /> time to approve a Special Use. At the time a permit is <br /> issued we have to make sure that the appropriate protections <br /> are in place. I would like to ask, I see a gentleman here <br /> who has not spoken. We would like to give everyone an <br /> opportunity to speak, but we can't be here all night and we <br /> are going to have to limit the comments of those who have <br /> already spoken once or twice before. <br /> Unidentified Citizen: I own property near, the proposed <br /> landfill. I am reminded that he that shall be first shall be <br /> last and he that shall be last shall be first. I would like <br /> to commend the task force..that the Mayor got together a year <br /> or so ago. They have been working very diligently in an <br /> attempt to solve the problem. We need to make people realize <br /> that we are all part of the problem and we are all going to <br /> have to be a part of the solution. I, too, feel that many <br /> times we have not been given due respect, or proper attention <br /> to our concerns. I hope that you won't wait so long that it <br /> has become another crisis like the present landfill did some <br /> years ago. They waited until the University closed the <br /> entrance to the landfill before they went to find another <br /> one. That is not the kind of approach that an enlightened <br /> government, like we are supposed to have here in orange <br /> County, Chapel Hill and Carrboro, would operate under. I <br /> believe that if we continue to work hard, that this county <br /> and these governments; with the help of the citizens can <br /> solve this problem through a combination of recycling, <br /> composting or whatever is finally recommended. <br /> Mr. Carey: At this time I am going to close off discussion <br /> on this item. I believe we have given everyone an <br /> opportunity to speak at least once. I will close the Public <br /> Hearing and refer Item 2 (a) to the governing board of the <br /> Town of Carrboro and 2(b) to the governing board of Chapel <br /> Hill and both items to the Orange County Planning Board for <br /> recommendation to the Board of Commissioners no sooner than <br /> June 5th, 1989. <br />
