Step 7 Permit Approval and Certification <br /> a) Federal Section 401 Certification - The Federal <br /> Water Pollution Control Act amendments of 1972 require that <br /> the owner obtain a certification from the State of North <br /> Carolina for any activity, including construction of an <br /> impounding dam, that may result in a discharge of a pollutant <br /> into waters of the United States. This certification is <br /> generally obtained prior to or during the 404 permit <br /> application process. Complete by May, 1992. <br /> b) Federal Section 404 Permit - Section 404 of Federal <br /> Clean Water Act requires that a dredge or fill permit for <br /> reservoir construction be obtained from the U.S. Army Corps <br /> of Engineers. The COE will require that this permit <br /> application be accompanied by an EIA. The 404 permit will <br /> establish requirements for wildlife mitigation and instream <br /> flow. Complete by May, 1992. <br /> Step 8 Final Plan Preparation <br /> Final plan preparation - confirm final design concepts; <br /> perform final engineering design (i .e. civil , structural, <br /> geotechnical , electrical , etc. ) develop contract documents; <br /> obtain State and local construction permits. Complete by <br /> November, 1992 ' <br /> Step 9 Project Advertisement, Bidding, Negotiation, and Award of <br /> Contract <br /> Advertise contract to bidders through national <br /> magazines, newspapers, Dodge and AGC. Take bids on <br /> contracts. Negotiate bid prices with contractors as <br /> required. Award Contracts. Complete by February 1 , 1993. <br /> Step 10 Dam Construction, Reservoir Clearing <br /> Construct dam and control structure, clear trees from <br /> inundated areas. Complete by February 1 , 1994. <br /> Step 11 Permit to Impound <br /> Obtain final dam safety permits and certification, <br /> secure permission for regulatory authorities to begin <br /> impounding water.
