(Same as staff recommendation <br /> presented at April 6, 1989 hearing) . <br /> • <br /> 3) Carrboro Request: Carrboro requests an adjustment of the <br /> Urban Services Area boundary, to eliminate a problem that has <br /> arisen with the boundary bisecting numerous properties. This has <br /> resulted in properties being half in the Rural Buffer, half in <br /> the Transition Area, with jurisdiction for development regulation <br /> split between Carrboro and Orange County. The three Planning <br /> Departments recommended approving this adjustment. <br /> Planning Board's Recommendation: At its meeting of April 18, <br /> 1989, the Planning Board voted 4-3 (Mr. Raney, Mr. Guild, Ms. <br /> ..,. McLendon dissenting) to recommend denial of the request (see <br /> Resolution 5B) . The primary justification was that extension of <br /> Carrboro Transition Area II to another 135 acres would be an <br /> unwarranted intrusion into the Rural Buffer. <br /> Manager's Recommendation: We recommend that the Council adopt <br /> Resolution 5A, approving this request. We believe the reasons <br /> stated by the Town of Carrboro are reasonable, and that the <br /> adjustment would not damage the concept or integrity of the Rural <br /> Buffer. <br /> Adoption of the alternative, Resolution 5B, * would deny the <br /> request. <br /> Summary of Recommendations <br /> • <br /> We recommend that the Council adopt Resolutions 3B, 4A and 5A. <br /> 313 would deny the Envirotek request. <br /> 4A would approve the Cazwell request. <br /> 5A would approve the Carrboro request. <br /> • <br />
