quality of his proposal. His approach ensures citizen <br /> participation. A contract with Mr. Kendig was signed in <br /> August, 1988. Mr. Kendig has considerable experience in <br /> rural planning and has worked extensively in the South, <br /> Midwest, and Northeast. Mr. Kendig's approach is broken <br /> down into three major phases, reconnaissance, issues <br /> resolution, and development of plans and guidelines. <br /> The reconnaissance phase of the study began on November <br /> 29, 1988 when Mr. Kendig visited the County for two days. <br /> His visit ended with a public information meeting held in the <br /> Orange County Courthouse on the evening of November 30. <br /> Approximately 300 citizens were in attendance at this <br /> meeting, 25 of whom addressed questions, comments, and/or <br /> concerns to the committee. The reconnaissance phase was <br /> completed with another two day visit by Mr. Kendig on January <br /> 24 and 25, 1989. The outgrowth of this phase was the <br /> identification of four goals for the study to focus upon: <br /> agricultural preservation, natural resources protection., <br /> visual resources protection, and growth management. <br /> Phase two, issues resolution, began with a three day <br /> visit by Mr. Kendig on March 20, 21, and 22 when he <br /> presented issues papers on implementation strategies for the <br /> Rural Character Study (Mr. Kendig's approach calls for an <br /> understanding and commitment to the methods that will be used <br /> to implement the plan before the plan is actually <br /> formulated) . Planning staff conducted a series of meetings <br /> the week of April 24 to enhance public understanding of, the <br /> various implementation, strategies and Mr. Kendig came back <br /> for one final visit on the subject May 15 an 16. He is <br /> tentatively scheduled to return around the end of June to <br /> present recommendations on the implementation techniques to <br /> the Rural Character Study Committee, Orange County Planning <br /> Board, and Orange County Commissioners. <br /> Once some level of agreement is reached on possible <br /> implementation techniques, Mr. Kendig will begin the <br /> development of plans and guidelines. He plans to return in <br /> late summer with drafts of these. Following a series of <br /> public information meetings, a public hearing will be <br /> scheduled in the fall. Following the public hearing, the <br /> Rural Character Study Committee and Orange County Planning <br /> • Board will make recommendations on the study which will be <br /> forwarded to the County Commissioners for final disposition. <br /> To date, much valuable public input has been received. <br /> The Rural Character Study Committee would like to encourage <br /> continued citizen participation to ensure a successful and <br /> productive study that will accurately convey the concerns of <br /> the people of Orange County.
