ORANGE COUNTY PLANNING DEPARTMENT <br /> 306F REVERE ROAD <br /> HILLSBOROUGH, NORTH CAROLINA 27278 <br /> €.71;;11.1•-'e% <br /> 4,4 1. <br /> Pe:* <br /> ORANGE COUNTY RURAL CHARACTER STUDY <br /> Orange County's Rural Character Study is an opportunity <br /> for citizens to identify the environmental, aesthetic, and <br /> historic features of the County's rural landscape which are <br /> important to them. As Orange County continues to grow and <br /> develop, the rural character is in danger of being lost. The <br /> Rural Character Study will serve as the basis for a plan to <br /> address growth in a way that maintains those qualities of <br /> rural life deemed important by the citizens of Orange County, <br /> while at the same time respecting the property rights of <br /> landowners who may wish to develop or sell their property. <br /> The Orange County Commissioners have charged the <br /> Planning Department with the responsibility of producing this <br /> study. The study is an outgrowth of the Rural Buffer zoning <br /> district implemented in January, 1987 and the Rural Buffer <br /> Workshop held at the UNC Institute of Government in June, <br /> 1987. In order to achieve the objectives of this study, the <br /> entire County will be studied. <br /> To assist in this endeavor, a Rural Character Study <br /> Committee of County citizens from all walks of life has been <br /> appointed. The committee is currently composed of 21 <br /> individuals who represent governmental, environmental, <br /> recreational, university, agricultural, community, business, <br /> and development interests in the County. The committee is <br /> chaired by Bill Mainous, recently retired Director of the <br /> Orange County Agricultural Extension Service. <br /> In addition to Mr. Mainous, other members of the Rural <br /> Character Study Committee are Dolly Hunter (Vice Chair) , <br /> Clint Burklin, Dwight Compton, Dr. Carole Crumley, Dr. <br /> William Dow, Elizabeth Dyer, Judson Edeburn, Dr. Stephen <br /> • Halkiotis, Barry Jacobs, Minerva Kenyon, Livy Luddington, Dr. <br /> Leila Moustafa, Lisa Pakenham, Lorraine Parker, Kirk Pelland, <br /> • Lester Ray, Larry Reid, Bob Strayhorn, David Swanson, and <br /> • Carl Walters. <br /> Nationally recognized planning consultant Lane Kendig, <br /> President of Lane Kendig, Inc. , Mundelein, Illinois, was <br /> selected by the committee to guide the County through the <br /> Planning process. Three consultants were interviewed by the <br /> committee and Mr. Kendig was selected because of his <br /> familiarity with Orange County, his qualifications, and the <br /> ----------- <br />
