A public hearing is required for all amendments to the Zoning Atlas, per NC General Statutes 153A-344. BACKGROUND: In October of 1987, Mr. Leon Todd submitted an application (PD-4-87) for a residential Planned Development in the Rural Buffer. The plan for McLennan's Farm included fourteen (14) lots to be served by a community low pressure system for sewage disposal. The application first went to public hearing on November 23, 1987, and again on January 4, 1988. The public hearing was continued to the Commissioners' meeting on March 1, 1988 to receive the Planning Board's recommendation and comments submitted by Orange Water and Sewer Authority. At the March 1, 1988 meeting, the Commissioners voted to continue the public hearing on McLennan's Farm to June 21, 1988, and to authorize the County Manager to seek an independent consultant to study the advisabil- ity and effectiveness of alternative systems for sewage disposal. Subsequently, the County contracted with Hazen and Sawyer, consulting engineers, to prepare the study. The Hazen and Sawyer report was presented to the Commissioners on August 22, 1988.
