41 <br /> ORANGE COUNTY PLANNING DEPARTMENT <br /> EXECUTIVE SUMMARY <br /> TO: ORANGE COUNTY PLANNING. BOARD <br /> FROM: COMPREHENSIVE PLANNING DIVISION <br /> RE: UPDATES TO THE LAND USE ELEMENT, COMPREHENSIVE PLAN <br /> DATE: MAY 12, 1989 <br /> One item to be heard at the May 22, 1989 public hearing concerns <br /> updates to the Orange County Comprehensive Plan, Land Use <br /> Element. This document was originally titled the Orange County <br /> and Use Plan and adopted in 1981. <br /> This item would amend the Land Use Element (name changed in 1988) <br /> to update sections in the overall County-wide Plan that have not <br /> been updated since the adoption date (from 1986-1988, the <br /> township components of the document were updated) . A number of <br /> changes in the land area covered by the document (Joint Planning <br /> Area) , and in the supporting data contained within have occurred <br /> since 1981, and this amendment would address those. <br /> The purpose of this summary is to provide information as to what <br /> sections are proposed for update, and why. Because of the size of <br /> producing the total amendment (100+ pages) , and the ongoing <br /> review of proposed changes, this document is provided in lieu of <br /> the actual amendments themselves. The Planning Board is scheduled <br /> to consider the proposed changes on June 19, 1989 for <br /> recommendation. <br /> It should be mentioned that no changes in policy or procedure are <br /> being addressed at this time. This amendment serves only to <br /> update sections that contain data that is no longer applicable, <br /> or obsolete. <br /> As a final note staff, after due consideration, recommends a <br /> major overhaul of the Land Use Element in 1991, which would mark <br /> 10 years of existence. This timeline would be beneficial because <br /> of 1) changing conditions in possible need of new policies and <br /> goals, 2) expected Geographic Information Service capabilities at <br /> that time for enhanced graphics and data, and 3) new 1990 Census <br /> data scheduled to become available in 1991. <br /> The following sections will address each of the sections of the <br /> Land Use Element, and summarize the proposed changes at this time <br /> in each. <br /> 1 <br />
