37 <br /> Y p <br /> QUESTIONABLE. The two lots contained in this proposed <br /> amendment are landlocked and do not have access to any public <br /> road. Located nearby are Rigsbee Road, a small local road <br /> with no outlet; and University Station Road, a collector <br /> road. There are interchanges with 1-85 and 1-40 within three <br /> miles of the site, however, and the existing transportation <br /> network of roads in the vicinity is adequate. <br /> While the site does not have any access, it could achieve <br /> access through a access easement, or participation with the <br /> adjacent University Station property - something which the <br /> applicant has expressed an interest in doing. <br /> Energy Use. <br /> Located within less than a 5-minute commuting time from <br /> small-scale commercial uses, and a 5-10 minute commute to <br /> major commercial uses or an urban area. <br /> • <br /> COMPLIES. The area is located within five minutes of small <br /> urban uses at NC 86/1-85 or US 70/I-85 intersections near the <br /> Durham County line. A number of urban areas are within a 10- <br /> minute drive. <br /> Existing Land Use <br /> Located in areas which are in transition from rural or low- <br /> density uses to urban or higher density uses. <br /> COMPLIES. There have been a number of new residential <br /> developments in the past 20 years in. some proximity of this <br /> site. Furthermore, the recently-approved plan category for <br /> adjacent University Station is designed for the introduction <br /> of more suburban or urban uses. However, the predominant <br /> surrounding land use is still rural to suburban residential, <br /> with mixed agricultural uses. A case can be made, however, <br /> that the introduction of Interstate 40 and future utility <br /> services from the Town of Hillsborough will precipitate new <br /> suburban development in the area. . <br /> Agriculture and Forestry <br /> • Located away. from areas where development would have a <br /> detrimental impact on productive agricultural uses and <br /> managed forest land. <br /> COMPLIES. The applicant cites the present hardwood cover as <br /> evidence that the land is not and has not recently been <br /> 'll actively farmed or forested. Applicant does state that some <br /> foresting methods were applied 30-40 years ago to enhance the <br /> landscape for building sites. There are no active agriculture <br /> or forestry areas in such proximity where 'develo ent of this <br /> xY P Y Pm <br /> site would ose a negative impact. <br /> P 9' P <br /> Population Density <br /> Located in areas of moderate to high population density. <br /> 5 <br />
