. 3 i <br /> 1. Article 2.2.14 states the reasons for which the <br /> Comprehensive Plan may be amended. <br /> a. Because of changed or changing conditions in a <br /> particular area of areas of the County; <br /> The applicant has cited the changing nature of <br /> this and adjacent properties as a rationale <br /> for amendment to the Plan. The applicant <br /> further points to the recent approval of the <br /> University Station Associates plan amendment <br /> to the identical category, the rapid <br /> population growth in Chapel Hill Township, and <br /> the opening of 1-40 as evidence of changing <br /> conditions. <br /> b. To correct an error or omission in the <br /> Comprehensive Plan; <br /> (No error or omission has been cited. ) <br /> c. In response to a change in policies, <br /> objectives, principles or standards governing <br /> the physical development of the County. <br /> (No such changes has been cited. ) <br /> 2. Article 2.2.14.2 differentiates between principal and <br /> secondary amendments. <br /> Upon review, it has been determined that the amendment <br /> in question falls into the category of a secondary <br /> amendment. Secondary amendments include: <br /> a. The expansion of an activity node where the <br /> additional area is contiguous to an existing <br /> node and does not increase its land area by <br /> more than ten (10) acres; <br /> (This provision is not applicable) . ' <br /> b. The expansion of a designated plan area <br /> where the additional area is contiguous to the <br /> existing plan designation and does not <br /> increase its land area by more than one <br /> hundred (100) acres; <br /> This amendment would expand the recently <br /> designated Ten Year Transition area applied to <br /> University Station Associates by 21.58 acres. <br /> The proposed amendment is contiguous to the <br /> existing Ten Year Transition area for 1560 <br /> feet along the larger of the two tracts'. <br /> western boundary.
