• <br /> 33 <br /> MEMORANDUM <br /> TO: ORANGE COUNTY MANAGER <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> ORANGE COUNTY PLANNING BOARD <br /> FROM: DAVID STANCIL, COMPREHENSIVE PLANNER II <br /> RE: LUP-7-89, PHILIP SCOTT <br /> Analysis of proposed Comprehensive Plan Amendment <br /> DATE: MAY 5, 1989 <br /> GENERAL DESCRIPTION <br /> The property in question is composed of two non- <br /> contiguous lots south and west of University Station Road and <br /> Rigsbee Road in Chapel Hill Township. The lots are further <br /> referenced as lots 13B and 13C of Chapel Hill Township Tax <br /> Map 3. The total acreage of these two lots is 21.58 acres. <br /> Both of the lots in question are landlocked, with no <br /> access to either Rigsbee Road or University Station Road. <br /> Both lots are adjacent to land recently redesignated in the <br /> Land Use Element of the Comprehensive Plan as Ten Year <br /> Transition (LUP-3-89, University Station Associates) . The <br /> smaller of the two lots (lot 13B) is completely surrounded by <br /> land owned by the aforementioned University Station <br /> Associates. <br /> The property is currently zoned R-1 and is designated as <br /> Rural Residential on the Land Use Element of the <br /> Comprehensive Plan. The applicant and property owner, Mr. <br /> Philip Scott, is proposing that his two lots be redesignated <br /> Ten Year Transition on the Chapel Hill Township component of <br /> the Land Use Element. <br /> The applicant originally asked for consideration of such <br /> a change as part of the University Station proposal (LUP-3- <br /> 89) at the February 27, 1989 public hearing. He was informed <br /> that this was not possible at that time, and has now <br /> submitted his request for the May 22, 1989 public hearing. <br /> APPLICATION REQUIREMENTS <br /> Application requirements for a Comprehensive Plan <br /> amendment are contained in Articles 2 and 20 of the Zoning <br /> Ordinance. Listed below are the requirements, and Planning <br /> Staff analysis of information supplied by the applicant <br /> (shown in bold) . <br /> 1 <br />
