The infill development strategy is premised on the <br /> desirability of encouraging development to occur first within the <br /> corporate limits of the Towns and then, when appropriate, within those <br /> areas surrounding the Towns which are in transition from rural to urban <br /> development patterns. The achievement of a higher rate of infill <br /> development than experienced in the past requires a combination of <br /> incentives and disincentives to development activity which include, but <br /> are not limited to, allowing higher densities and intensity of land <br /> uses within urban areas and urbanizing areas and allowing only low <br /> intensity uses outside these areas; streamlining development review <br /> processes for high intensity uses; requiring development standards in <br /> transition areas similar to those in urban areas; and phased extension <br /> of urban services. <br /> The level of infill desired in a given area is a policy issue. The <br /> successful achievement of the infill policy objectives would result in <br /> a more compact and efficient urban form; lead to reduced transportation <br /> and energy costs; reduce public services costs; and minimize the <br /> conversion of agricultural land to urban uses as a result of <br /> development pressures. <br /> The major management tool to be used to accomplish the infill <br /> objectives is a structured, cooperative planning process between the <br /> municipalities and the County. This process would emphasize the <br /> advantages of promoting a more compact urban form, preserving prime <br /> agricultural land and protecting future water resources. The combined <br /> use of the activity node and infill strategies provides the management <br /> tools whereby the future accommodation of development pressures can be <br /> facilitated in an efficient, controlled and impact-minimizing manner. <br /> ] <br /> 3 <br />
