1) The payback of the tax abatement given under the <br /> existing state law should be governed by that law. The <br /> Orange County tax abatement payback (Class C = 5-year <br /> payback for the extra 10% abatement) will only be for the <br /> additional 10% or 20% benefit. <br /> 5) After the 10-year development rights easement expires for <br /> Class C farms, or the 20-year development rights expires for <br /> Class D farms, then there will be no payback of any tax <br /> benefits except as required by the existing State law. <br /> VOLUNTARY AGRICULTURAL DISTRICTS (Not a Zoning District) <br /> A. Requirements: 1) 640 contiguous acres offarmland in <br /> II! Classes A, B, C, and D. <br /> B. Benefits: 1) pride in agricultureacommunitytandni <br /> its in ts way <br /> of life . <br /> 2) The district would provide increased <br /> protection from nuisance suits against <br /> properly-managed farms. <br /> 3) Each voluntary agricultural district <br /> would be entitled to one voting member. <br /> C. Formation: Signed agreement among participating members to <br /> "sustain agriculture" in the district . <br /> Agreement would have to be reviewed and <br /> approved by the Agricultural Advisory Board. <br /> THE AGRICULTURAI, ADVISORY BOARD <br /> The Board woul be composed of one voting member from each <br /> voluntary agricultural district, as well as nine other Orange <br /> County farm people to be appointed by the Board of County <br /> Commissioners. Tasks of the Agricultural Advisory Board would <br /> include the following: <br /> a) Act as a committee to darft the proposed Farm Preservation <br /> Program in sufficient form and detail to be acted upon be <br /> the Board of County Commissioner s, as well as by the N.C. <br /> General Assembly. <br /> b) Review and approve agreements forming volunary <br /> 1 districts; <br /> ura r <br /> c) Periodically review the County Farm Preservation Program <br /> and recommend necessary changes to the Board of County <br /> Commissioner s; <br />
