1) The payback of the tax abatement given under the existing state law should be governed by that law. The Orange County tax abatement payback (Class C = 5-year payback for the extra 10% abatement) will only be for the additional 10% or 20% benefit. 5) After the 10-year development rights easement expires for Class C farms, or the 20-year development rights expires for Class D farms, then there will be no payback of any tax benefits except as required by the existing State law. VOLUNTARY AGRICULTURAL DISTRICTS (Not a Zoning District) A. Requirements: 1) 640 contiguous acres offarmland in II! Classes A, B, C, and D. B. Benefits: 1) pride in agricultureacommunitytandni its in ts way of life . 2) The district would provide increased protection from nuisance suits against properly-managed farms. 3) Each voluntary agricultural district would be entitled to one voting member. C. Formation: Signed agreement among participating members to "sustain agriculture" in the district . Agreement would have to be reviewed and approved by the Agricultural Advisory Board. THE AGRICULTURAI, ADVISORY BOARD The Board woul be composed of one voting member from each voluntary agricultural district, as well as nine other Orange County farm people to be appointed by the Board of County Commissioners. Tasks of the Agricultural Advisory Board would include the following: a) Act as a committee to darft the proposed Farm Preservation Program in sufficient form and detail to be acted upon be the Board of County Commissioner s, as well as by the N.C.
